• Opening Statements (90 Seconds for each candidate)
  (A drawing will be held right before the debate to determine order for opening and closing statements. The drawing will also determine seating order)

• Questions from Moderator
  60 second response by each candidate
  Follow up to response at discretion of moderator – 30 second rebuttal
  (Houston Area Latino Summit participants have been asked to submit questions. In addition, Al Flores, Jr. is working with local Latino leaders and organizations to develop debate questions. The moderator will rotate the order in the asking of questions.)

• Questions from Summit Participants
  60 second response by each candidate
  Follow up to response at discretion of moderator – 30 second rebuttal
  (The debate organizers will identify a summit participant to ask questions in their field of involvement.)

• Questions from Candidates’ Supporters
  60 second response by each candidate
  Follow up to response at discretion of moderator – 30 second rebuttal
  (Note: Each campaign is asked to designate a Latino Summit Participant to ask a question of their opponents. Questions will not be screened.)
